Is IPL treatment for Hyperpigmentation effective?

Is IPL treatment for Hyperpigmentation effective? Are there any side effects of IPL? Is the treatment 100% positive?

These are good questions to ask the specialist you choose, but I will give you my perspective.  My practice encompasses cosmetic surgery, various non-surgical treatments (Erbium Laser, YAG Laser, Intense Pulsed Light, Coolsculpting), and injectables (Botox, Dysport, Restylane, Juvederm, Belotero).

Intense Pulsed Light (IPL) can be very effective and simple (a brief, single treatment).  Almost all patients benefit, but it is not 100% -- Some areas don't lighten at all, many areas get lighter but remain pretty noticeable.  There are possible side-effects, most importantly being burns and scarring especially when patients are actively tanning.
