Can scars and stretch marks be eliminated on African Skin?

I am an African lady with numerous black scars on my legs from my earlier childhood years. I have tried everything to get rid of them but nothing has ever worked. To couple this I have serious stretch marks on my arms, waist, thighs and behind my legs. I cannot wear sleeveless tops or shorts ever. Please help! Desperate 25 year old.

 Scars cannot be removed but can be improved. Stretch marks in Afro-American patients can be very difficulty to address. Lasers can be carefully utilized but, are expensive & can require multiple treatments.
