Can torn earlobes from a failed earlobe stretch be repaired?

Two years ago my son attempted to stretch his ear lobes. His attempt to get them stretched in a hurry failed and both earlobes tore from his face and now just dangle. I would like to help him regain his self-esteem. Is there any hope? What options are out there financially if one has bad credit?

 Yes, ear lobe repair is commonly performed as an outpatient procedure. Most plastic surgeons offer a discount if you pay cash in advance for the procedure.
