What can be done to correct white blotchy skin on the upper lip where I had erbium laser treatment 8 years ago?

Q:

I had erbium laser on my upper lip 8 years ago. I now have developed white blotchy skin above in that area that cannot be covered by make-up.  It will not even take a self-tanner product.  What can I do to correct this?

A:

Hypopigmentation following laser ablation or a chemical peel can often be permanent.  At the present time there is, to the best of my knowledge, no easily affordable solution other than tattooing.
